Im Zuge des Ausbaus des schienengebundenen ÖPNV in der Stadt Karlsruhe wurden in den vergangenen Jahren mehrere Stadtteile und umliegende Gemeinden an das Stadtbahnnetz angeschlossen. Hierbei wurden umsteigefreie Verbindungen in die Innenstadt geschaffen. Dies führte zu einem starken kontinuierlichen Fahrgastzuwachs. In der Folge ist das Bestandsnetz im Innenstadtbereich und insbesondere in der Kaiserstraße an seine Kapazitätsgrenze angelangt. Zur Verbesserung der Verkehrsverhältnisse wie auch der Leistungsfähigkeit des schienengebundenen ÖPNV in der zentralen Innenstadt hatte die Stadt Karlsruhe folgende Maßnahmen zur Umsetzung vorgesehen, die unter dem Namen “Kombilösung” zusammengefasst wurden: Das Projekt Kombilösung Karlsruhe besteht aus zwei Teilprojekten, dem Teilprojekt 1 mit dem maschinell herzustellenden Stadtbahntunnel unter der Haupteinkaufsmeile der Stadt Karlsruhe, mit einem bergmännischen Tunnel unter Druckluftbetrieb sowie Tunnelbaubereichen in offener Bauweise. Teilprojekt 2 beinhaltet die Neugestaltung des Straßenbahnboulevards in der Kriegsstraße mit einer oberirdischen Gleistrasse und einem darunterliegenden Straßentunnel. Die Kombilösung verfolgt mehrere Ziele: Verbesserung und Zukunftssicherung des ÖPNV, Schaffen einer “echten” Fußgängerzone sowie eine erhebliche Aufwertung des Stadtbilds.

Kombilösung Karlsruhe: a forward-looking inner-city tunnel construction project
As part of the expansion of rail-based public transport in the city of Karlsruhe, several districts and surrounding communities have been connected to the light rail network in recent years. This has created connections to the city center that do not require change trains. This has led to a strong continuous increase in passenger numbers. As a result, the existing network in the inner city area and especially in Kaiserstraße has reached its capacity limits. In order to improve the traffic conditions as well as the performance of the rail-bound public transport in the central city center, the city of Karlsruhe had planned the following measures for implementation, which were summarized under the name “Kombilösung”: the Kombilösung Karlsruhe project consists of two subprojects, subproject 1 with the light rail tunnel to be constructed by machine under the main shopping mile of the city of Karlsruhe, with a mined tunnel under compressed air operation as well as tunnel construction areas using the cut-and-cover method. Subproject 2 includes the redesign of the tramway boulevard in Kriegsstraße with an above-ground rail track and a road tunnel underneath. The light rail tunnel connects four underground stops in the west-east direction over a length of 2.4 km and three additional underground stops with a 1 km long north-south tube. The road tunnel in Kriegsstraße is being built under a new light rail line and is 1.6 km long.
