Anwohner‐Informations‐ und Feedbacksystem für Baustellen – Mixed‐Methods‐Untersuchung zu Akzeptanz und Wirkung

Während der Bauphase wirken sich Baumaßnahmen aufgrund ihrer Vor‐Ort‐Fertigung durch Einflüsse auf ihre Umgebung aus. Insbesondere in städtischen Gebieten stellt die Durchführung von Baumaßnahmen eine Belastung für die Anwohner:innen dar. Beispielhafte Folgen für die Betroffenen sind Verkehrsstaus, wirtschaftliche Einbußen oder eine Beeinträchtigung der Lebensqualität durch Staub und Lärm. Obwohl die gesellschaftliche Bedeutung von Baumaßnahmen unbestritten ist, können während der Bauausführung Konflikte mit den Betroffenen entstehen. Diese stellen ein Risiko für die Realisierung der geplanten Projektziele dar. Dies betrifft nicht nur Großprojekte, sondern auch kleinere Bauvorhaben. Die Kommunikation mit der Öffentlichkeit kann den Projektverlauf beeinflussen und die Akzeptanz sowie das Vertrauen in das Bauvorhaben stärken. Neben der Herausforderung, Akzeptanz in der Öffentlichkeit für das jeweilige Bauvorhaben zu schaffen, steigt die Relevanz, Nachhaltigkeitsaspekte auch in der Bauabwicklung stärker zu berücksichtigen und negative soziale Auswirkungen von Projekten zu minimieren. Insbesondere die SDGs (Sustainable Development Goals) und die ESG‐Kriterien (Environmental, Social, Governance) definieren allgemeine Anforderungen, die auch in der Bauabwicklung zu berücksichtigen sind. Um die Herausforderungen zu bewältigen, wurde bereits ein Konzept für ein digitales Anwohner‐Informations‐ und Feedbacksystem für Hochbau‐Baustellen entwickelt. Im vorliegenden Beitrag wird dieses System weiterentwickelt und auf Grundlage von Expert:innen‐Interviews und einer Online‐Umfrage evaluiert. Die Potenziale des Systems werden aufgezeigt und bewertet.

During the construction phase, construction measures have an impact on their surroundings due to their on‐site production. In urban areas in particular, the implementation of construction measures is a burden for local residents. Examples of the consequences for those affected include traffic congestion, economic losses or a reduction in quality of life due to dust and noise. Although the social significance of construction measures is undisputed, conflicts with those affected can arise during construction. These pose a risk to the realization of the planned project objectives. This applies not only to major projects, but also to smaller construction projects. Communication with the public can influence the course of the project and strengthen acceptance and trust in the construction project. In addition to the challenge of creating public acceptance for the respective construction project, the relevance of taking greater account of sustainability aspects in the construction process and minimizing the negative social impact of projects is increasing. In particular, the SDGs (Sustainable Development Goals) and the ESG criteria (Environmental, Social, Governance) define general requirements that must also be taken into account during the construction phase. To address these challenges, a concept for a digital resident information and feedback system for building construction sites has been developed. This article presents further development and evaluation of the system based on expert interviews and an online survey. Its potential benefits are identified and critically assessed.
