Der Brenner Basistunnel mit seinen Zulaufstrecken in Österreich, Italien und Deutschland ist das Großprojekt im Fokus des BrennerCongress. Wie bereits in den vergangenen Jahren wird beim BrennerCongress jedoch weit über den Tellerrand hinausgeblickt, d.h. es geht nicht nur um den Brenner Basistunnel, sondern um die vielen Themen im Zusammenhang mit dem Wunsch nach Effektivität und Effizienz (?Das Richtige richtig zu tun?) in der Bauwirtschaft. Thema ist z.B.beispielsweise die Kooperation auf verschiedensten Ebenen: Auf Länderebene zwischen Österreich, Italien und Deutschland, auf regionaler Ebene zwischen Nord- und Südtirol, auf organisatorischer Ebene zwischen Eisenbahnbau, Straßenbau und Wildbach- und Lawinenverbau, schließlich auch auf fachlicher Ebene zwischen Technikern, Bauingenieuren und Architekten, Ökologen, Soziologen, Wirtschaftern und Managern ebenso wie zwischen Auftraggebern, Unternehmer und Ingenieurbüros. Im Bestreben das ?Richtige richtig zu tun? verfolgt der BrennerCongress das Ziel, Kooperation auf all diesen Ebenen zu fördern.

Der BrennerCongress 2014 setzt einen Fokus auf die Projektentwicklung im Infrastrukturbau. Mittlerweile ist es eine große Herausforderung geworden, Projekte des Infrastrukturbaus zur Baureife zu bringen. Das zeigt sich vor allem im Blick auf internationale Großprojekte. Aber auch bei kleinen Projekten wird es zunehmend schwieriger einen tragfähigen Konsens zwischen Projektbeteiligten und Stakeholdern, d.h. zwischen jenen Menschen, die das Bauwerk entwickeln, planen, errichten und betreiben und jenen Menschen, die das Bauwerk benutzen bzw. in ihrem Alltag von Betrieb und Nutzung des Bauwerkes betroffen sind.

Ebenso wie in den vorangegangenen Jahren wird dieses Thema nicht nur aus dem Blickwinkel von Großprojekten beleuchtet, sondern auch aus jenem kleiner Bauprojekte. Dahinter steht die Überzeugung, dass Kooperation durch das Zusammenführen von Polaritäten gefördert werden kann. Polarität soll zum Dualismus übergeführt werden ...

The BrennerCongress convention has been held yearly since 2008. Since 2010 it has alternated between Bolzano and Innsbruck with the VIATEC trade fair. In 2014 it will take place in Innsbruck and will be hosted by the Innsbruck trade fair in the new conference rooms that were finished in 2012. The BrennerCongress and the VIATEC trade fair are therefore right next to one another, making for a convenient stroll from one to the other.

The Brenner Base Tunnel with its access routes in Austria, Italy and Germany is the large project which is the focus of the BrennerCongress. As was the case in recent years, the work done at the BrennerCongress goes much further, as the topics discussed do not only concern the Brenner Base Tunnel but many different issues linked to the desire for effectiveness and efficiency (?Do the right thing in the right way?) in the construction industry. One topic, for example, is cooperation at all possible levels: at an international level between Austria, Italy and Germany, at a regional level between Tyrol and Alto Adige, at an organizational level between rail- and roadway engineering, mountain waterway and avalanche protection construction and finally at a technical level between technicians, civil engineers and architects, environmental engineers, sociologists, economists and managers and not least between contracting authorities, businesses and engineering offices. While working to ?do the right thing in the right way?, the BrennerCongress attempts to promote cooperation on all these levels.

BrennerCongress 2014 will concentrate on project development in infrastructure construction. It is becoming an ever greater challenge to bring an infrastructure construction project to the point where construction can actually begin. This is true especially for large international projects. But even for smaller projects it is increasingly difficult to forge consensus between the people involved in the project and the stakeholders, meaning the people that develop, plan, build and operate the infrastructure and those who use it and/or are impacted in their daily life by the construction or use of it.

As in recent years, this issue will be discussed not only from the point of view of a large project but also using the examples of smaller projects. Our work is based on the conviction that cooperation can be obtained by bringing together polar opposites.
