Contract KAT2 of the approximately 33 km long, twin-bore Koralm Tunnel will produce about 8.6 mio. t of excavated material. For this reason, the maximum degree of recycling of the material was intended right from the start of the design process. This was planned including consideration of the optimal cost-effectiveness of overall materials management with minimal environmental impact through the minimisation of transport processes and land use as well as generally sparing use of resources. On contract KAT2, more than 50% of the material excavated from the tunnel can be recycled for technical use on site. The material is used as aggregates for concrete and as fill (anti-capillary layers, frost protection layers, filter gravel, sealing layers) for the earthworks in the open air.
One difficulty is the fact that according to the generally applicable legal situation under the federal waste management plan (BAWP 2011) and the landfill regulations (DVO 2008), material excavated from tunnels is considered to be waste. In order to ensure proper handling while considering the legal situation, the chemical composition of the waste has to be established and taken into account. On the other hand the technical requirements for construction are binding. This resulted in numerous potential conflicts in connection with the material produced from the tunnel, the chemical evaluation and the decision whether to reuse or recycle it starting with the design of the project up until the time the project was completed.
Am Baulos KAT2 des rund 33 km langen, zweiröhrigen Koralmtunnels fallen insgesamt rund 8,6 Mio. t Tunnelausbruchmaterial an. Aus diesem Grund wurde bereits zu Beginn der Projektierung eine maximale Wiederverwertung des Ausbruchmaterials angestrebt. Dies erfolgte unter Berücksichtigung einer optimalen Wirtschaftlichkeit der gesamten Materialbewirtschaftung bei einer minimalen Umweltbelastung durch Minimierung von Transportvorgängen und Flächenverbrauch sowie weitgehende Ressourcenschonung. Im Baulos KAT2 werden über 50% des anfallenden Tunnelausbruchs genutzt, die somit vor Ort eine bautechnische Verwendung finden. Der Einsatz erfolgt als Gesteinskörnungen für Beton und als Schüttmaterial (kapillarbrechende Schichten, Frostkoffer, Filterkiese, Dichtschicht) für den Erdbau der freien Strecke.
Erschwerend dabei ist die Tatsache, dass es sich gemäß derzeit gültiger Rechtslage nach dem Bundesabfallwirtschaftsplan (BAWP 2011) bzw. der Deponieverordnung (DVO 2008) bei Tunnelausbruchmaterial um Abfall handelt. Um eine ordnungsgemäße Abwicklung unter Berücksichtigung rechtlicher Rahmenbedingungen sicherzustellen, müssen einerseits die abfallchemischen Fragestellungen eruiert und berücksichtigt werden, andererseits sind die technischen Vorgaben an die Ausführung in geforderter Qualität bindend. Daraus folgend ergaben sich im Zeitraum von der Projektvorbereitung bis hin zur Projektumsetzung zahlreiche Spannungsfelder im Zusammenhang mit dem anfallenden Material, der geologischen Ansprache, der abfallchemischen Beurteilung und der Entscheidung über die weitere Verwendung bzw. Aufbereitung.
